What "Fitment Factor 2.0" Means
A fitment factor of 2.0 means every employee's 7th CPC basic pay is doubled to arrive at the 8th CPC basic pay, then placed at the matching cell of the new pay matrix. Level 1 would move from ₹18,000 to ₹36,000, Level 6 from ₹35,400 to ₹70,800 and Level 10 from ₹56,100 to ₹1,12,200. It is a convenient round-number scenario that has started trending, but it is not an official figure. The Commission has not announced any factor.
The Real Increase Is Not 100%
On 31 December 2025, DA was 58%. If the 8th CPC takes effect from 1 January 2026, that DA is absorbed into the new basic pay and DA restarts at 0%. So the starting point for comparison is Basic × 1.58, not basic alone:
Real increase at 2.0x = 2.0 ÷ 1.58 − 1 ≈ 26.6% over Basic + DA (as on 31 Dec 2025).
Compared with today's 60% DA, it is 2.0 ÷ 1.60 − 1 = 25%.
HRA also resets. With DA above 50%, HRA is 30/20/10% today. When DA restarts at 0%, the 7th CPC model brings HRA back to 24/16/8%. That trims the gross gain further for employees in X and Y cities.
Level-wise Salary at 2.0x (Entry Cell, X-class City)
"Gross now" = Basic + 60% DA + 30% HRA + Transport Allowance with DA. "Gross at 2.0x" = doubled basic + 0% DA + 24% HRA + the same TA slab.
| Level | Basic now | Basic at 2.0x | Gross now | Gross at 2.0x | Gross change |
|---|---|---|---|---|---|
| Level 1 | ₹18,000 | ₹36,000 | ₹36,360 | ₹45,990 | +26.5% |

2.0x Compared With Other Scenarios (Level 6, ₹35,400)
| Fitment | New Basic | Projected Gross | Real Increase over Basic + 58% DA | Gross Change vs Today |
|---|---|---|---|---|
| 1.83x | ₹64,800 | ₹83,952 | +16% | +15.0% |
| 1.92x | ₹68,000 | ₹87,920 | +22% | +20.4% |
| 2.0x | ₹70,800 | ₹91,392 | +27% | +25.2% |
| 2.08x | ₹73,600 | ₹94,864 | +32% | +29.9% |
| 2.28x | ₹80,700 | ₹1,03,668 | +44% | +42.0% |
| 2.57x | ₹91,000 | ₹1,16,440 | +63% | +59.5% |
| 2.86x | ₹1,01,200 | ₹1,29,088 | +81% | +76.8% |
| 3.0x | ₹1,06,200 | ₹1,35,288 | +90% | +85.3% |
| 3.833x | ₹1,35,700 | ₹1,71,868 | +143% | +135.4% |
At 2.0x, a Level 6 employee's gross pay rises by roughly a quarter. At the NC-JCM demand of 3.833x it would more than double. Each 0.1 of fitment factor is worth about ₹3,500 a month in basic pay at this level.
Impact on Pensioners at 2.0x
If pensions are revised the 7th CPC way (basic pension × fitment factor, DR reset to 0%), a 2.0x factor would give:
| Basic Pension Now | Pension + 60% DR Now | Revised Basic Pension (2.0x) | Change per Month |
|---|---|---|---|
| ₹9,000 | ₹14,400 | ₹18,000 | ₹3,600 |
| ₹15,000 | ₹24,000 | ₹30,000 | ₹6,000 |
| ₹20,000 | ₹32,000 | ₹40,000 | ₹8,000 |
| ₹30,000 | ₹48,000 | ₹60,000 | ₹12,000 |
| ₹45,000 | ₹72,000 | ₹90,000 | ₹18,000 |
The minimum pension would roughly double to ₹18,000. Whether pre-2026 pensioners are covered explicitly is still being debated. See the pension revision update.
Impact on HRA, Arrears, Gratuity and NPS
- HRA: calculated on the doubled basic, but at the lower base rate (24/16/8%) until DA crosses 25% again.
- Arrears: Basic + DA arrears from the effective date. For Level 1 the gain is (₹36,000 + new DA) − (₹18,000 + old DA) a month, i.e. about ₹7,560 in January 2026 (₹36,000 + 1% new DA = ₹36,360, against ₹18,000 + 60% DA = ₹28,800). Calculate yours.
- Gratuity: based on Basic + DA at retirement. A higher basic raises gratuity, subject to the ₹25 lakh ceiling. Gratuity Calculator.
- NPS/UPS: the 10% employee contribution rises with basic pay, so in-hand pay grows a little less than gross pay.
How Likely Is 2.0?
A 2.0x factor lies inside the range most analysts discuss (about 1.83x–2.46x), while employee demands run from 3.0x (AITUC) to 4.0x (BPMS). The 7th CPC gave 2.57x, but that included absorbing 125% DA; the 8th CPC only has 58% to absorb, which is why lower headline figures are being discussed. The final number depends on the Commission's view of fiscal capacity, private-sector benchmarks and the minimum-wage calculation. It will be known only when the report arrives, around May 2027.
