Publication in the official gazette is the final, legally binding step that operationalizes a Pay Commission's pay matrix. Once gazetted, the new pay scales are enforceable, and departments are required to apply them when fixing individual employee pay. How to Read an Official Pay Scale Notification
- Start with the Schedule/Annexure: The actual pay matrix table (minimum to maximum basic pay by level) is usually in an annexure at the end of the notification, not in the main body text.
- Check the effective date clause: Usually stated explicitly near the top — this is the date arrears are calculated from.
- Look for the fixation formula clause: This explains exactly how your specific old basic pay maps to a cell in the new matrix (the fitment factor and rounding rules).
- Check for level-specific footnotes: Some levels carry special conditions (e.g., specific promotional avenues or non-functional upgrades) noted separately.
Common Mistakes When Interpreting Notifications
The most frequent misreading is treating the published minimum pay for a level as if it applies to everyone at that level — in reality, your actual new basic pay depends on where your old basic pay falls after the fitment formula is applied, which is often higher than the bare minimum for your level.
