What Is the 3.83 Fitment Factor?

On 14 April 2026, the Staff Side of the National Council (Joint Consultative Machinery), led by Secretary Shiv Gopal Mishra, submitted a 51-page memorandum to the 8th Central Pay Commission. Its core demand is a minimum basic pay of ₹69,000, up from ₹18,000 today. The fitment factor follows directly from that:

Fitment factor = ₹69,000 ÷ ₹18,000 = 3.833

The staff side calculated the ₹69,000 figure with a need-based method. It uses a family of five units (employee, spouse, two children and dependent parents), a daily intake of 3,490 kcal per unit as recommended by ICMR, and extra costs for modern needs such as mobile and internet. The memorandum also asks for a 6% annual increment, HRA of 40% / 35% / 30%, and merging several pay levels.

How Likely Is 3.83?

History suggests the final number will be lower. For the 7th CPC, the staff side demanded a ₹26,000 minimum pay (about 3.7x). The Commission recommended ₹18,000 (2.57x), and the government accepted it. Opening demands are negotiating positions, and the Commission must also consider the fiscal cost. Its terms of reference ask it to keep in mind the economic situation and the need for fiscal prudence.

A useful way to judge any factor: the first 1.58 of it only protects the 58% DA that will be merged on 1 January 2026. So 3.833x would mean a real increase of about 143%, while 2.28x means about 44% and 1.92x about 22%. Most published estimates sit between 1.83x and 2.46x.
