How the Central Government Salary Calculation Works

Every Pay Commission revision uses a fitment factor — a single multiplier applied uniformly to your existing basic pay to arrive at the new basic pay. Under the 7th CPC, this multiplier was a flat 2.57x across all levels. Discussions around the 8th CPC suggest a graded fitment factor that increases slightly as you move up the pay matrix, rewarding higher responsibility levels marginally more, while still guaranteeing that nobody's revised basic pay falls below the new minimum for their level.

Our calculator applies the following logic:

  1. You select your current Pay Level (as per the 7th CPC pay matrix).
  2. You enter your current basic pay drawn under the 7th CPC.
  3. The tool multiplies your basic pay by the applicable fitment factor for your level.
  4. It compares this figure against the new minimum basic pay notified for that level, and picks whichever is higher — exactly how real Pay Commission implementations work.

Worked Example

Suppose a Central Government employee is at Level 7 with a current basic pay of ₹52,000. Applying the estimated fitment factor of 2.76x gives a calculated basic of ₹1,43,520. Since this is higher than the new minimum for Level 7 (₹1,23,924), the employee's revised basic pay would be ₹1,43,520 — a monthly increase of ₹91,520 and an annual increase of over ₹10.98 lakh, before accounting for Dearness Allowance, HRA and Transport Allowance, which are calculated separately on top of the new basic.

Is the fitment factor the same for every Central Government employee?
Historically, the fitment factor has been applied as a flat multiplier (2.57x in the 7th CPC). Some proposals for the 8th CPC recommend a graded structure across levels. This calculator uses graded, illustrative estimates until the official figure is notified.
Will my allowances also increase automatically?
Yes. HRA and Transport Allowance are recalculated as a percentage/slab of your new basic pay, so they rise proportionately. DA resets to 0% at implementation and then accrues every six months based on the AICPI index.
Does this calculator account for Income Tax (TDS)?
No. This is a gross basic-pay estimator only. Your net in-hand salary will depend on your income tax slab, NPS/GPF contributions, and other deductions specific to your department.
